From the console, select the Tags section on the left:
To create a tag, click + Create, give the tag a name, select a marker, and click Continue:
In this section, you can also edit the name of the tag (1), delete the tag (2), see the total number of contacts that have the tag (3).
If you need to see who specifically has a particular tag, you can do this in the Contacts section.
